The Monitoring, Evaluation, and Learning (MEL) Officer is a contract-based role based in Abuja focused on strengthening data systems, evidence-based programming, and performance tracking across development programmes. This MEL Officer position plays a key role in ensuring high-quality data collection, analysis, and reporting for donor-funded projects.

Job Overview – MEL Officer

  • Location: Abuja, Nigeria
  • Job Type: Contract (1 Year)
  • Reports to: Programme Lead
  • Experience Required: 5–7 years

Role Purpose

The MEL Officer will support the design and implementation of monitoring and evaluation systems to ensure:

  • High-quality and timely data collection
  • Gender-responsive and inclusive programming
  • Evidence-based decision making
  • Strong donor reporting and accountability

The role works closely with senior management, programme teams, and partners to improve programme effectiveness.

Key Responsibilities of MEL Officer

1. Monitoring & Evaluation System Strengthening

  • Develop and improve M&E frameworks and tools
  • Design logframes and performance indicators
  • Integrate gender-sensitive indicators across programmes

2. Data Collection & Management

  • Design surveys, KIIs, FGDs, and digital data tools (Kobo/ODK)
  • Maintain data management systems (MIS)
  • Ensure data quality, validation, and security

3. Data Analysis & Learning

  • Analyze quantitative and qualitative data
  • Create dashboards and data visualizations
  • Conduct gender-disaggregated and trend analysis
  • Translate data into actionable insights

4. Reporting & Performance Tracking

  • Track programme outputs and outcomes
  • Prepare monthly, quarterly, and annual reports
  • Support donor reporting and evaluations

5. Learning & Adaptive Management

  • Identify gaps and implementation challenges
  • Recommend evidence-based improvements
  • Facilitate learning sessions and reviews
  • Document lessons learned and best practices

6. Stakeholder Support

  • Train staff and partners on M&E tools
  • Strengthen capacity in data use and reporting
  • Support evidence-based decision making

7. Data Governance

  • Ensure ethical handling and secure storage of data
  • Support audits and external evaluations
  • Ensure compliance with donor requirements

Requirements for MEL Officer

Education

  • Bachelor’s or Postgraduate degree in:
    • Statistics
    • Economics
    • Political Science
    • Gender & Development
    • Related fields
  • Additional training in M&E or data analysis is an advantage

Experience

  • 5–7 years in M&E roles (NGOs, UN, donor-funded projects, etc.)
  • Experience in governance, gender, or inclusion programmes
  • Strong background in designing M&E systems

  • Advanced Excel (pivot tables, dashboards, formulas)
  • KoboToolbox / ODK data collection tools
  • Data visualization and reporting
  • Logframe and indicator development

Work Environment

  • Standard working hours: 9:00 AM – 5:00 PM
  • Occasional travel within Nigeria may be required
