Job Overview
The Senior MEL Officer will play a pivotal role in designing, implementing, and managing comprehensive MEL frameworks for HSDF projects in Nigeria. This position requires a strategic thinker with a deep understanding of health systems strengthening, data analysis, and the ability to translate evidence into actionable insights and learning for program improvement.
Key Responsibilities
- Develop and refine MEL plans, tools, and methodologies aligned with project objectives and HSDF’s strategic priorities.
- Oversee the collection, analysis, and interpretation of quantitative and qualitative data.
- Ensure the quality and integrity of data throughout the MEL process.
- Generate regular reports, briefs, and presentations on project progress, findings, and recommendations.
- Facilitate learning sessions with project teams and stakeholders to promote adaptive management and knowledge sharing.
- Contribute to the development of project proposals and concept notes by providing MEL expertise.
- Build the capacity of project staff and partners in MEL best practices.
Requirements
- Master's degree in Public Health, Epidemiology, Statistics, Development Studies, or a related field.
- Minimum of 5-7 years of experience in MEL, preferably within the health sector in Nigeria.
- Proven expertise in designing and implementing robust MEL systems.
- Strong analytical skills with proficiency in data analysis software (e.g., SPSS, Stata, R, NVivo).
- Excellent written and verbal communication skills, with the ability to present complex information clearly.
- Demonstrated experience in qualitative and quantitative data collection methods.
- Experience in capacity building and training.
