The Health Strategy and Delivery Foundation (HSDF) is seeking a highly motivated and experienced Senior Monitoring, Evaluation & Learning (MEL) Officer to join our team in Nigeria. Job Overview

The Senior MEL Officer will play a pivotal role in designing, implementing, and managing comprehensive MEL frameworks for HSDF projects in Nigeria. This position requires a strategic thinker with a deep understanding of health systems strengthening, data analysis, and the ability to translate evidence into actionable insights and learning for program improvement.

Key Responsibilities

  • Develop and refine MEL plans, tools, and methodologies aligned with project objectives and HSDF’s strategic priorities.
  • Oversee the collection, analysis, and interpretation of quantitative and qualitative data.
  • Ensure the quality and integrity of data throughout the MEL process.
  • Generate regular reports, briefs, and presentations on project progress, findings, and recommendations.
  • Facilitate learning sessions with project teams and stakeholders to promote adaptive management and knowledge sharing.
  • Contribute to the development of project proposals and concept notes by providing MEL expertise.
  • Build the capacity of project staff and partners in MEL best practices.
  • Requirements

  • Master’s degree in Public Health, Epidemiology, Statistics, Development Studies, or a related field.
  • Minimum of 5-7 years of experience in MEL, preferably within the health sector in Nigeria.
  • Proven expertise in designing and implementing robust MEL systems.
  • Strong analytical skills with proficiency in data analysis software (e.g., SPSS, Stata, R, NVivo).
  • Excellent written and verbal communication skills, with the ability to present complex information clearly.
  • Demonstrated experience in qualitative and quantitative data collection methods.
  • Experience in capacity building and training.
