Job Description
Are you an experienced social safeguard professional looking to advance your career in a high-impact infrastructure environment? A leading infrastructure development consortium is seeking a Social Services Officer to join its Lagos team on a consultancy retainer basis. This role is ideal for candidates passionate about community engagement, social risk management, and compliance with international lender standards.
The Social Services Officer will play a key role in ensuring projects meet global social safeguard standards while fostering positive community relations. This position requires on-site engagement in Lagos a few days per week, with potential relocation support for exceptional candidates.
Key Responsibilities of the Social Services Officer
The successful candidate will be responsible for:
- Implementing and monitoring Resettlement Action Plans (RAPs) and Livelihood Restoration Programs (LRPs).
- Strengthening stakeholder engagement systems in alignment with IFC Performance Standards and World Bank Environmental and Social Framework (ESF).
- Providing technical oversight of Grievance Redress Mechanisms (GRM) and community feedback processes.
- Conducting periodic social risk audits and compliance gap assessments.
- Supporting lender-aligned monitoring, documentation, and reporting requirements.
- Advising on community conflict mitigation and field-level mediation strategies.
- Building the capacity of community interface teams, including CRM, CLO, and CAA structures, through guidance and compliance checklists.
- Maintaining high-quality documentation suitable for external audits and lender reviews.
Candidate Requirements
To qualify as a Social Services Officer, candidates should meet the following criteria:
- Experience: 2–6 years in social safeguards, preferably in infrastructure, transport, energy, or coastal development projects.
- Technical Exposure: Direct experience with IFC Performance Standards and/or World Bank ESF implementation.
- Practical Skills: Hands-on experience in RAP implementation, stakeholder engagement planning, and grievance system management.
- Education: Bachelor’s degree in Social Sciences, Development Studies, Environmental Management, Law, or related fields. A Master’s degree is an added advantage.
- Professional Competencies: Strong report writing, compliance documentation, and the ability to manage sensitive community environments.
- Ethics: High ethical standards, discretion, and cultural sensitivity.
Engagement and Compensation
- Consultancy retainer-based role.
- Lagos-based, requiring physical presence several days per week.
- Monthly remuneration: ₦150,000 – ₦300,000, commensurate with experience.
- Relocation support available for exceptional candidates.
