The International Residual Mechanism for Criminal Tribunals (IRMCT) is currently accepting applications for the position of Associate Administrative Officer (P2) within its Archives and Records Section (ARS) at the Arusha Branch in Tanzania. About IRMCT

IRMCT carries out the remaining essential functions of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR). The Mechanism plays a vital role in preserving judicial records, ensuring public access to information, and maintaining accountability for serious international crimes.

The Archives and Records Section is responsible for safeguarding these historical records while ensuring strict compliance with access controls, information security standards, and international archival best practices.

Key Responsibilities

The Associate Administrative Officer will provide technical, operational, and advisory support across physical and digital archives management.

Records and Information Management

  • Advise offices on electronic records management standards, metadata application, and compliance requirements
  • Support digital records accessioning and train users on Electronic Document and Records Management Systems (EDRMS)
  • Oversee the appraisal, transfer, retention, and disposition of both physical and digital records
  • Support preservation systems and manage physical records repositories

Archival Processing and Access

  • Prepare descriptive inventories and archival finding aids
  • Ensure compliance with international archival description and preservation standards
  • Respond to internal and external access requests in line with IRMCT access and confidentiality policies
  • Prepare materials for secure electronic dissemination

Data, Systems, and Technical Support

  • Collect and analyze data to identify trends and inform operational decision-making
  • Support digital archive system upgrades, migrations, and maintenance
  • Provide technical guidance and user support for records and archive systems

Additional Duties

  • Contribute to disaster preparedness and risk mitigation planning for archives
  • Provide advisory support on records preservation and access controls

Required Qualifications

Education

  • Advanced university degree (Master’s or equivalent) in archival science, information science, information systems, social sciences, or a related field
  • A relevant first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree
  • Training in data analytics or data science is an added advantage

Work Experience

  • Minimum of two years of progressively responsible experience in archives, records management, library science, or information management
  • Hands-on experience managing both physical and digital records
  • Experience working with EDRMS, archival collection management systems, or strict information security environments is desirable
  • Prior experience in an international tribunal, court, or similar institution is an advantage
  • At least one year of data analytics experience is considered an asset

Language Requirements

  • Fluency in English is required, with UN Level II proficiency in reading, writing, speaking, and listening
  • Knowledge of French is desirable

Core Competencies

  • Strong professionalism in records and information management, appraisal, and preservation
  • Excellent written and verbal communication skills
  • High level of technological awareness, particularly with digital records platforms
  • Analytical skills with the ability to use data for informed decision-making

Contract and Conditions

  • Initial appointment is for one year, with possible extension subject to mandate and funding
  • Position is open to eligible internal GS and FS staff who meet mobility requirements
